Global law firm Eversheds Sutherland recently announced that international trade and sanctions attorney Kuang Chiang has joined the Competition, Trade and Foreign Investment team of the firm as a partner based in its Washington, D.C. office. Transitioning from Morrison Foerster and bringing prior experience as a licensing officer at the Office of Foreign Assets Control (OFAC) of the U.S. Department of the Treasury, her arrival further strengthens the integrated global trade and sanctions platform of the firm across the United States, Europe, and Asia.
Ms. Chiang brings more than 15 years of combined private practice and government experience advising U.S. and non-U.S. entities on rapidly evolving sanctions, trade policy, and cross-border business risks. Her primary areas of client service focus encompass broad-based trade practices where she advises companies and financial institutions on trade-related transactional, advisory, and enforcement matters including licensing requests, voluntary self-disclosures, risk and compliance assessments, and investigations. Furthermore she advises on national security matters including economic sanctions, export controls, and issues related to foreign direct investment such as jurisdictional queries and national security reviews before the Committee on Foreign Investment in the United States (CFIUS).
Prior to her private practice career Ms. Chiang served as a License Examining Officer in the Blocked Assets and Complex Matters section of OFAC where she assessed license requests and prepared licenses, denials, and interpretive rulings to implement the policies of the agency across a range of sanctions programs. Since returning to the private sector she has practiced at several premier law firms. Before her recent tenure as of counsel at Morrison Foerster she served for over eight years and was promoted to counsel at Allen & Overy, following her role as a senior attorney at Miller & Chevalier. She holds a B.A. from Brown University, a Master of Public Administration from New York University, and a J.D. from Boston College Law School.

Mr. Warren highlighted that Ms. Chiang will work closely with practice and industry sector teams as part of the cross-disciplinary group to give clients seamless access to sanctions insights wherever they intersect with broader legal needs. Expressing her enthusiasm Ms. Chiang noted that the established on-the-ground global connections, market insights, and collaborative cross-practice approach of Eversheds Sutherland are critical for an international trade practice and will provide clients with coordinated guidance during a time of significant change in global trade.
The arrival of Ms. Chiang follows the recent recruitment of former federal prosecutors Waqar Hasib, Negar Tekeei, and Michael Robotti alongside former senior Commerce Department official Blake Roberts further deepening the national security and trade-focused capabilities of the firm.
