Commerce & Finance Law Offices recently announced the official opening of its Xi'an branch situated in the Zhonghui Life Center within the Xi'an High-Tech Industries Development Zone. The firm has appointed former Grandall Law Firm partner Yu Feng (冯宇) as the managing partner of the new office. The establishment of this branch marks a further extension of the integrated professional service network of the firm into the core economic hub of western China following the consolidation of its presence in coastal regions and major tier-one financial centers.
The Xi'an office is spearheaded by Mr. Feng. Prior to joining Commerce & Finance to head the new branch he practiced as a partner at the Xi'an office of Grandall Law Firm possessing a profound understanding of industrial policies, regulatory environments, and corporate legal needs across Shaanxi and the broader Northwest region. Partner Longlong Zhang (张龙龙) and other core members will also be permanently based in the branch. The practice matrix of the new office will primarily focus on capital markets, investment and M&A, commercial dispute resolution, corporate compliance, intellectual property, and international trade. Leveraging the deep professional accumulation of the headquarters in securities issuance and major commercial dispute resolution the Xi'an team will provide full-chain legal services to technology manufacturing enterprises, energy and resources conglomerates, and large state-owned enterprises in the Northwest region.
An opening ceremony was held on September 10 attended by prominent figures including Kaihua Wang(王凯华), Party Secretary of the Shaanxi Law Society, Senlin Zhao(赵森林), Secretary-General of the Shaanxi Lawyers Association, and Qiang Meng(孟强), President of the Xi'an Lawyers Association. They were joined by several management committee members from Commerce & Finance including Director Gang Wu(吴刚) alongside partners Xin Kong(孔鑫) and Xinyang Zhang(张新阳). Mr. Wu stated that Shaanxi and the western region are currently at a critical stage of high-quality development and industrial transformation and upgrading. He emphasized that the firm will deploy its national platform resources to provide integrated legal support for local market entities in their investment and financing activities, domestic and offshore capital operations, and regional economic development.
As a vital node for westward opening under the Belt and Road Initiative and a major industrial center in western China Xi'an has recently accelerated the aggregation of emerging industries such as hard tech, semiconductors, photovoltaic new energy, aerospace, and advanced equipment manufacturing. Consequently there is a significant increase in demand among regional enterprises for private equity financing, A-share and offshore IPOs, listed company restructurings, and cross-border trade compliance. The establishment of a physical office by Commerce & Finance reflects a broader trend where top-tier domestic law firms renowned for their capital markets expertise are accelerating their expansion into western hub cities equipped with high-tech industrial clusters and policy dividends aiming to build a comprehensive legal service network covering a broader regional economic belt.
