世辉律师事务所 SHIHUI PARTNERS recently announced the addition of Shirley Zhao (赵丹阳), who joins the firm's Shenzhen office as a partner. Her arrival further strengthens Shihui's capabilities in artificial intelligence, the global expansion of technology companies, and global compliance, enabling the firm to provide internationally operating tech companies with highly systematic and business-oriented legal services.

Focusing her practice on AI, outbound tech operations, and global compliance, Ms. Zhao covers global compliance frameworks, AI governance, data and privacy protection, consumer protection, intellectual property, open-source compliance, export controls, and economic sanctions. She possesses extensive experience supporting the international expansion of businesses across AI, internet platforms, gaming, and digital advertising.

Prior to joining Shihui Partners, Ms. Zhao served as Senior Legal Counsel at Tencent. During her tenure, she was responsible for global AI governance and compliance for international business expansion. She successfully established the company's AI compliance framework and led multidisciplinary reviews covering AI compliance, consumer protection, and export controls across key global markets including the European Union, the United States, and the Middle East. Additionally, she built a global compliance framework for an advertising platform from the ground up, providing comprehensive legal support for multiple AI products and overseas-invested studios.

Earlier in her career, Ms. Zhao spent more than a decade at Baker McKenzie, where she served as Senior Counsel. She advised numerous Fortune Global 500 companies and major Chinese enterprises on intellectual property protection strategies, global IP portfolio planning, and cross-border legal matters.

Ms. Zhao holds a Master of Laws from Peking University and a Bachelor's degree from China University of Political Science and Law. She is qualified to practice law in the People's Republic of China and the State of California.
